Do I have to use EKK-LM3S9B96?

Hello,
I'd like to know if it's really obligatory to use the evaluation board EKK-LM3S9B96. In rules there is:

"The Project must use the Texas Instruments ("Sponsor") Stellaris EKK-LM3S9B96."


and

"Participant are challenged to design a unique application (“Project”) that must use the LM3S9B96 and embedded SafeRTOS in ROM."

Those two sentences are a bit colliding, aren't they?
Can I develop my own hardware or use for example other development kit DK-LM3S9B96?

I see:

And:
Participants are challenged to design a unique application (“Project”) that must use the Texas Instruments (“Sponsor”) LM3S9B96 and make use of the embedded SafeRTOS in ROM. (about halfway down).

When they talk about submitting schematics, they also say, "If the Participant uses a Stellaris demonstration/development board..." - which strongly suggests that it's not mandatory.
