New ARM/Keil debug DLL

We just released a new version of the interface DLL for ARM/Keil uVision. The new DLL offers significant speed improvements over the old interface as well as the ability to do page erases instead of mass erases (so you can program the bootloader and main application with uVision instead of using a separate utility). The new DLL defaults to the new "Fast Mode", but if your machine has issues, you can always go back to the legacy mode. This is configurable in the settings for the DLL.
