Thanks for responce. I am very pleased to hear that there is a solution for my locked LM3S811 EVAL BOARD. I am looking forvard to receive an unlock utility that you have mentioned.

Can you publish the method to unlock the JTAG ?
I suppose the utility is for windows and I would not call it breaking in sit is really a bug in the hardware :)

The utility is very simple. We recently discovered that with the latest revision of CM3 (the one in RevC devices) allows you to communicate over SWD, even if nTRST is held low. This is why the utility will work as long as SWCLK/TCK and SDIO/TMS are still in SWD/JTAG mode. All the utility does is connect to the device in SWD mode, halt the core, and mass erase the flash.
