SysCtlReset() doesn't work

Just trying to use the SysCtlReset() API function for an LM3S618, and the function does not seem to work. Is there any preconditions for enabling the reset function? As far as I can tell, there is no reaction, just gets stuck in the while loop. Any help would be appreciated.
