I think it's more a matter that Circuit Cellar wants to manage expectations. They generally do send an email ship notification, and even international kits generally arrive within 10 days of the ship date. Circuit Cellar doesn't want every contest participant hounding them about their kit, so they set expectations so that they can exceed them.

Don't worry about kit stocks at Mouser and our other worldwide sales channel partners. The EKK-LM3S811 evaluation kit is a production product and we'll keep making them for as long as people are interested in buying them.
